            <abstract>Local Coastal Programs (LCPs) are basic planning tools prepared by local governments and used in partnership with the Coastal Commission to guide development in California's coastal zone. LCPs consist of Land Use Plans and Zoning Ordinances and contain the ground rules for future development and protection of coastal resources in each of California's 61 coastal cities and 15 coastal counties. Following adoption by a city council or county board of supervisors, an LCP is submitted to the Coastal Commission for review and compliance with Coastal Act requirements. As of 2008, approximately 72% of the LCPs have been certified, representing close to 90 percent of the geographic area of the coastal zone [chk/update]. Many of the 75 coastal counties and cities have elected to divide their coastal zone jurisdictions into separate geographic segments, resulting in some 126 separate LCP segments. This shapefile represents the first statewide digital version of the LCP segment boundaries and boundaries of uncertified LCP areas, and also includes Non-LCP areas such as federal, tribal, and military lands.</abstract>

                <horizpar>With the USGS DRGs and County parcel layers as a reference, LCP Segment and Uncertified Area polygons were created or "heads up" digitized and snapped to vertices in the County's parcel layer features (parcels, roads, city boundaries, etc.) the Coastal Zone Boundary or shoreline, as appropriate. The digitizing and snapping were done at display scales of 1:1000 or larger creating LCP segment and Uncertified area polygons intended primarily for use at 1:2,000, 1:5,000 and smaller. The various LCP segment and Uncertified areas have a mix of USGS 7.5 minute quad (1:24,000 scale and cadastral scale accuracies and are intended to follow the County parcel layer and scanned, georeferenced USGS DRG features that form their bases exactly, however, they remain cartographic depictions and are therefore not intended to represent a set of boundaries having "survey" accuracy. The shapefile was prepared with all of the usual care and precision required for creating thematic boundaries and maps intended for the planning and regulatory work of the Coastal Commission, however, the true accuracy of the boundary segment locations is ultimately dependent on the accuracy of the USGS DRGs and county parcel layers.</horizpar>

        <logic>Polygon boundary segments are snapped to appropriate points on the County's up coast and down coast boundaries. Inconsistencies along boundaries between County pardel layers may be common and no attempt has been made to rectify differences in source layers along county boundaries. As a result, LCP Segment and Uncertified Area polygons that intersect the same geographic point on the ground along a county boundary may be separated into discontiguous polygons in their areas of overlap and hiatus in the shapefile.</logic>
        <complete>The LCP Segment and Uncertified Area shapefile shows all LCP segments and uncertified areas as of July 2011. It also shows other non-LCP areas, such as federal and military lands, areas covered by port master plans, and university lands covered by long range development plans (LRDP). </complete>
