Así, una vez conocidas las UTE con sus características y ámbito geográfico, se entra en un proceso iterativo que ha de conducir a la obtención de un único indicador de escasez coyuntural para cada UTE. Este indicador ha de ser representativo y explicativo de la ocurrencia de la escasez coyuntural, mostrando una de las siguientes categorías: Ausencia de escasez (normalidad), escasez moderada (prealerta), escasez severa (alerta) o escasez grave (emergencia).
