Communty Data Analyst 2023-02-08 14:40:05.73 2018 Illinois Early Childhood Education Study Final Ranks 2018 2018 IFF’s Illinois Statewide Early Care and Education (ECE) needs assessment, Access and Quality for Illinois Children, examines access to quality early care and education services across the State of Illinois including both home and center-based care and preschool programs. The goal of this report is to inform stakeholders of the gaps that exist in certain communities in the hopes of serving the greatest number of children in need of care. Stakeholders can use the information presented to create a comprehensive, high-quality, equitable strategy for children throughout Illinois as well as reflect on targeted geographic strategies. Given the finite resources available, this report highlights the counties with the most limited access to ECE in order for investments and improvements to reach the areas with the greatest need. An additional report prepared by the Erickson Institute will help to build on the accessibility and quality trends identified in IFF’s needs assessment.Creating quality ECE opportunities for children is not only vital but also one of the most cost-effective investments Illinois can make in its future. The following findings and recommendations aim to guide strategic decision-making and promote action-oriented policymaking in Illinois. In order to increase access and improve quality, key stakeholders from across the state must work to understand why the ECE system is working well in some communities in order to address the challenges facing the target communities identified in this study. Illinois is home to nearly one million children under the compulsory school age of six. In the first few years of life, these young brains form up to one million new neural connections per second, which are driven by child’s environment and experiences. These interactions in a child’s early years of life impact his or her cognitive, social, and physical development. Furthermore, these experiences have demonstrated long-term benefits on labor market outcomes, educational attainment, and health, which may enhance social and economic mobility for these children 2018
