These communities may have more or better resources to adapt to the constraints of the system or a lesser need for ECE services. In contrast, more economically vulnerable communities may experience a greater need for ECE but also face greater challenges in adapting to the constraints of the system.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;In order to characterize communities based on their level of resilience, census tracts were grouped based on shared trends across select variables that affect the need for ECE services in a given area. U.S. Census data was used to estimate general population and demographic trends, as community characteristics tend to vary over time. IFF assessed the reliability of this data to validate its use in analyzing a rural region and found it to be as reliable for estimating population trends as in other parts of the state.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Median Household Income – determines eligibility for financial assistance, drives need for more affordable ECE&lt;/div&gt;&lt;div&gt;Number of Children, Ages 0-5 – more local children requiring ECE&lt;/div&gt;&lt;div&gt;Percent of Children, Ages 0-5 with Working Parents – greater need for ECE so parents can return to work&lt;/div&gt;&lt;div&gt;Average Commute Time – affects drive times and optimal location of ECE (i.e. near home vs. work)  &lt;/div&gt;</idAbs>
