• Tier 1 NEN: Bicycle facilities on neighborhood-serving streets that provide connections within the protected bicycle lane system.

• Tier 2 NEN: Streets that could benefit from improvements that would provide a calm and safe environment for walking, biking, and circulation of slower moving modes.
