Official Dataset
Dataset describes Harris County Service Area. This aligns with other HCAD data, primarily parcels. Constructed from GIS data files downloaded from HCAD (from http://pdata.hcad.org) 3/2/2022. GIS county data is updated quarterly by HCAD GIS personnel and uploaded to the Harris County GIS Repository. Last HCAD update Oct 2021 and the next update April 7, 2022. City boundaries change with each full annexation of formerly unincorporated or of specially incorporated land (limited purpose annexation).
The PY-2022 Harris County Service Area and Non-Service Area spatial data were based on recent CITY polygon data published by Harris County Appraisal District (HCAD) at GIS Downloads (hcad.org) using the contents of the files available under "CITY.SHP". Cooperative Cities named Deer Park, Galena Park, Humble, Jacinto City, Katy, La Porte, Morgan's Point, Seabrook, Shoreacres, South Houston, Tomball, and Webster were included along with all unincorporated land in the Harris County Service Area. All other cities were excluded. The excluded cities’ area within Harris County together form the Harris County Nonservice Area.
The term Harris County Service Area, alternatively referred to as Harris County CSD Service Area, or HCCSD Service Area, has a specific programmatic context within HUD-funded entitlement programs. The county service area includes all unincorporated land within Harris County, plus land that is incorporated to cooperative cities which maintain their participation in the cooperative through an active “cooperative cities agreement” exclusively with Harris County to provide or supplement their community development services.
Definitions
Unincorporated land is land that is levied no incorporated city tax. According to HUD policy at https://portal.hud.gov/hudportal/documents/huddoc?id=221017c1ADMH.pdf, a cooperative agreement is an assistance instrument used by HUD/Harris County when substantial involvement is anticipated between Harris County and the recipient during performance of the contemplated activity. In a cooperative cities agreement, the county agrees to act on behalf of the cooperative cities as it does with its unincorporated land implementing HUD-assisted community development activities and/or disaster recovery and mitigation activities.
Cooperative cities arise from the universe of cities fully or partially within Harris County that are of insufficient size to become entitled to HUD funds of their own, i.e. less than 50,000 in population. Those that choose to become members of or maintain membership in the cooperative perceive unmet community development or disaster recovery/mitigation needs that will best be serviced in cooperation with the Harris County Community Services Department.

In PY-2022, Harris County maintained agreements with 12 cooperative cities: Deer Park, Galena Park, Humble, Jacinto City, Katy, La Porte, Morgan's Point, Seabrook, Shoreacres, South Houston, Tomball, and Webster. The City of Waller decided to end a prior cooperative agreement with Harris County beginning with 2012, and the cities of Bellaire and West University Place both decided to end its cooperative agreements with Harris County beginning 2014.
The services provided to the Harris County CSD Service Area are governed by the elected 5-person Harris County Commissioners’ Court and administered by the Harris County Community Services Department. Unlike various water, utility, TIRZ and management districts around the Houston area, the HCCSD Service District is not a special unit of government and has no taxation or legislative authority.
