Unserved locations are locations without access to internet service of at least 25mb/s Download and 3mb/s Upload speeds and with low latency using fiber, cable, or licensed fixed wireless service not over a mobile carrier network. Underserved locations are locations with access to internet service of at least 25mb/s Download and 3mb/s Upload speeds, but less than 100mb/s Download and 20mb/s Upload speeds. Locations with speeds greater than 100mb/s Download and 20mb/s Upload over a non-mobile network fixed wireless technology are also considered underserved for the purposes of NC American Rescue Plan Act funded programs in North Carolina. Any unserved or underserved locations that have received funding through past federal or state broadband funding programs are ineligible for future funding and have been removed from the unserved or underserved layers. Served locations are also ineligible for funding and represent any location with access to internet service of at least 100mb/s Download and 20mb/s Upload speeds with low latency using fiber or cable technologies.
